As AEC is growing, the HR Department is aligning with business priorities to be well placed to serve the fast growing Organization both operationally and strategically.
There is a need for a Learning & Development Manager to contribute to the HR Strategy, developing and implementing processes to ensure dedicated, motivated and capable employees. This position holder will be focusing mainly on people and organizational development. Training the best, developing and implementing processes to ensure fully-trained employees so the company maintains a long-term sustainable competent workforce. This is an exciting position for the right candidate who thrives on people, learning and organizational development.
Reporting to HR Director, the Learning & Development Manager can expect these range of responsibilities, among others:
Training & People Development (35% time)
Coordinate all training & development programs within AEC (training needs analysis, managing employees’ development/training calendar, facilitate training sessions, training evaluation and reporting etc.)
Development of functional competencies; assist line managers to determine competencies to support business plans and the levels of competency required for positions
Ensure each staff has a well-defined Personal Development Plan
Identify and recommend training and coaching needs within all functions
Participate in soft skills training facilitation
Training Manual Development; identify potential/capability development areas, in collaboration with the people managers, develop program manuals and e-learning platforms content to bridge identified capability gaps
Training; be able to conduct regular on-the field and classroom training as per identified development gaps
Ensure planning, monitoring and training managers to coach the employees
Conduct coaching observation and one-on one sessions and provide direct feedback to the employees and their supervisors to improve the overall organizational performance
Support in the development of onboarding sessions content
Talent Management & Succession planning (35% time)
Coordinate the implementation of the career management program and succession plans
Coordinate all talent management programs for the Organization
Work with the Managers to identify top talent and create development plans to address individual professional and career objectives
Provide consultation to managers on talent development and performance improvement
Design and develop a career development system
Drive succession planning by matching identified key positions and identified potential successors talent
Ensure identified successors have an appropriate development plan
Review succession plans on a regular basis, check whether potential successors are still available or whether job requirements or successor qualifications have changed, and whether potential successors’ development is proceeding according to plan
Potential assessment, identify and assess career development potential of employees, including the identification of emerging talents
Develop, implement & follow up the AEC job rotational program
Business Partnering & Organizational Development (30% time)
Provide technical expertise on HR processes relating to talent management and development, organizational policies and practices in order to facilitate a culture of continuous learning and performance within AEC
Implement different OD intervention tools to support line managers in obtaining high performance
Partner with the relevant stakeholders to embed the AEC culture and build organizational development capacity of AEC
Contribute to the development of continuous process improvements to enhance organizational effectiveness
Define change management processes to improve business performance
Provide technical support to the Country specific HR Managers in line with learning and organizational development
Support the organizational transformations/change at AEC, communicate these changes and assist managers and employees with their implementation
Support people managers as an HR Partner and/or mentor/train/coach people managers, implement different OD intervention tools to support them in obtaining world class performance.

Education and Experience Requirements
Bachelor Degree in HRM, Management, Organizational Development or any other related field, a Master’s degree will be an added advantage
Over 7 years of HR working experience with HR with exposure to learning & development/as a training manager
Excellent communicator in spoken and written English with excellent presentation and training skills
Ability to manage several activities simultaneously while working under pressure to meet deadlines.
Good communicator – approachable, warm, honest, transparent, and able to manage up with confidence and the ability to build relationships with colleagues
Understanding of Rwandan labor law
Proficient in Microsoft Office (Word, Excel, and Power Point) and HR Management Systems (e.g. Odoo)
Key functional competencies required; Operational Excellence, Strategic partnering, reward, employee relations, culture and change leadership, organizational culture
Willing to travel frequently
Experience in working independently on projects.
